Performance Mobilisation Operating System
An operating system for opportunity mobilisation
Opportunity Activation connects work that usually happens across disconnected listings, messages, spreadsheets, application portals and payment records. It creates an auditable line from verified opportunity to supported action and institution-confirmed outcome.
Listings create visibility. Opportunity Activation creates attributable progress.
How the categories differ
Most tools in this space do one part of the journey well. The distinction is not that other categories are deficient — it is that discovery, attribution, verification and settlement usually live in separate systems that never reconcile with each other.

Descriptions of other categories are general and platform-dependent. They describe how a category typically works, not the capabilities of any named organisation. Where a specific platform's behaviour matters to your decision, verify it directly with that provider.
The evidence loop
Each step writes a record, so a confirmed outcome can be traced back to the campaign and the person who mobilised it.
- Step 1: Campaign
- Step 2: Attributed visit
- Step 3: Lead
- Step 4: Fit or readiness support
- Step 5: Application or handoff
- Step 6: Institutional confirmation
- Step 7: Incentive eligibility
- Step 8: Settlement
- Step 9: Aggregated reporting
- Opportunity Activation does not make admissions decisions unless an institution explicitly authorises it to.
- Partner institutions remain the source of truth for admission, enrolment, placement or comparable outcomes.
- Mobiliser earnings depend on published campaign rules and verified outcomes.
- Advertising platforms are not the source of truth for institutional results.
How an opportunity becomes a confirmed outcome
Discovery is the first step, not the whole journey. Each stage below leaves a record, so credit, verification and reporting all rest on the same evidence.
Discover a verified opportunity
Programmes, scholarships, jobs and funding published by partner institutions, with the verification source and date shown.
Stage 1 of 6. A learner discovers an opportunity that a partner institution has published and verified.Share or receive an attributed referral
Mobilisers share a unique link or QR code. The referral is recorded so credit can be traced back to whoever did the work.
Stage 2 of 6. A mobiliser shares an attributed referral link, or a learner arrives through one.Get guidance and apply
Readiness checks and optional mobiliser support help the applicant act, whether the application is received here or handed off.
Stage 3 of 6. The applicant receives guidance and submits an application or is handed off to the institution. The institution confirms the outcome
The partner institution remains the source of truth. Self-reported progress is never treated as verified.
Stage 4 of 6. The partner institution confirms or declines the outcome. Only the institution can confirm. An incentive becomes eligible
Eligibility follows a confirmed outcome and the campaign's published rules, then settles through the recorded payout process.
Stage 5 of 6. A confirmed outcome makes a mobiliser incentive eligible under published campaign rules, and it is then settled.Authorised dashboards show aggregated progress
Institutions and authorised partners see coverage, conversion and access gaps as aggregates, never as exposed personal records.
Stage 6 of 6. Authorised dashboards report aggregated coverage and progression. Individual learner records are not exposed.
Designed to complement authoritative systems
Public systems are authoritative infrastructure, not competitors. Opportunity Activation is a mobilisation, referral, workflow and outcomes layer that can sit above a system of record. Where an institution or public programme authorises it, tenant-scoped APIs, signed webhooks and permissioned exports can connect community mobilisation to the systems that already hold the official record.
Programme-specific public systems may not provide cross-programme community-mobiliser attribution, supported follow-through and shared opportunity-pipeline intelligence in one operating loop.
Any integration with a public system is activated only where it is authorised and contracted. Nothing on this page should be read as an existing partnership, endorsement or accreditation.
